China 301 Tariff Update: U.S. Innovation and Competition Act (USICA)

Dear Member,

As you may know, the U.S. Senate and U.S. House of Representatives continue to move forward on the United States Innovation and Competition Act (USICA). This bill authorizes over $100 billion for basic and advanced technology research in the United States for five years. The purpose of this research is to bring technology manufacturing, including semiconductor technology, back to the United States from China.

The bill currently states that China 301 exclusions previously granted by the U.S. Trade Representative, including the exclusions that covered spectacle frames and reading glasses, will be reinstated.

However, this provision was not included in the version of the bill passed by the U.S. House of Representatives and is currently being conferenced by the two chambers to reconcile the differences and come to agreement.
