China 301 Duties Update: Bipartisan Support for Exclusion Process

Dear Members,

This morning, a bipartisan letter signed by over 130 Members of the House of Representatives was sent to the U.S. Trade Representative (USTR) regarding the immediate need for an expanded China 301 duties exclusion process.

The letter stipulates that the process starting on October 1, 2021, was too narrow because it only opened one percent of the original exclusion applications for reconsideration. Ultimately, all U.S. businesses should have the opportunity to make their case before the new Administration for why they deserve tariff relief. Therefore, any future exclusion process must be transparent, streamlined, consistent and based on sound evidence with direct, clear communication from the USTR.

The letter was spearheaded by Representatives Ron Kind (D-WI), Darin LaHood (R-IL), Suzan DelBene (D-WA) and Jackie Walorski (R-IN). Before the beginning of 2022, I met personally with all four of these offices to advocate for an expansion of the exclusion process. The Vision Council is thrilled to see such robust bipartisan support on this important issue.
